上海防疫政策所感
三月六号回了一趟南京,期间被基层管理人员开着车追过来采集核算。 三月九号回来,开始居家办公,到今天一共十八天,也是上海市疫情被揭开的18天。 此前上海一直提倡精准防控,核心宣传点就是尽可能的少隔离,小封闭,样板工程就是封闭了一个奶茶店大小的地方,做做样子。 如果能在快速定位源头,然后辅以大量流调,这应该是可行的,毕竟这个局面维持住了快两年,但这次局面不一样。 病例数量级上来了,维持原来的政策的资源已经不复存在,但是上海的领导还是要维持之前的面子,或者也不是要维持面子,单纯就是这两年形成的疫情防控的官僚结构没法快速转变。而各地曾经的封控引发的批评也过去不久,因此没有人敢轻易下全面封控的指令。 是不是上海就是要走一条不一样的路,这也不是不可以。毕竟全球的疫情防控都要走向尾声,也就大陆和台湾还顽强守着清零的底线,这也正好附和了大家都是中国人吧,反而是香港已经西化了。 如果上海走不一样的路,那么可以告知全国,然后周边接壤地区,对上海人和入境外籍一样,采用严格管理,但是大家都是接壤,又不是一个小岛,不像香港或者海南,实际上上海没有单独实行防疫政策的地理环境。 那么上海这次就不应该有侥幸心理,必须把势头压下来,而目前这样,重点区域自愿隔离,非重点区域看校区是否隔离,总归是有点想依靠民众自身素质,就把疫情压下去了,这倒是和台湾当时的思路有点像。 上海面对这波疫情,采取的政策实际上和台湾去年四五月的举措很类似。台湾当时也是软封城,精准防控之类,而且类似的是,台湾疫情确诊数据和上海一样,不是反应确诊量,而反应的实际上是检测量能的变化。不过因为病毒特性不同,台湾的数据高峰也比目前上海每天上报的数据少。
